Why people mad about French Draw?

Please do correct me if I'm wrong. According to immigration plan they have to do 29k French draws anyways and remaining 12k for other categories. So since already 11k are done , don't y'all think they already take some hundreds of people within other categories along with them? Like people who are in health or trade and knows French. Won't they bring down the score for other categories, not significant but Atleast a little? Even same for CEC candidates aswell? Since they have to draw 29k anyways why does it matter they draw early in the year? And if they do a CEC now , many of the fake LMIA candidates gets the ITA for sure. Isn't it win win situation. I have no idea where it's a bad thing. 🤔🤔
