Better no draw before LMIA removal

Instead of waiting for a quick draw, I would rather hope for draw after LMIA removal.

But IRCC and Marc Miller, please don’t spend your effort to grant PR to 6,000 illegal immigrants, focus on your committed LMIA removal first.
