What critreria/formula is used to determine the world record for blindfold chess?

Lets say someone plays 50 simul games and wins 30, draws 10, loses 10 is that better than someone else playing 55 simul games winning 30, drawing 5 and losing 15? Or, how to factor the strength of the opponents involved?
