How is dual spec predicted to affect Shamans?

Hello! I was not gonna join fresh, as ive leveled shaman to 60 twice on classic, then quit cause im a healbot.

Now dual spec piqued my interest.

So my question is, how does the prognosis look for the way dual spec will affect shamans?
First off, i will be doing resto for raiding.
More specifically, will i be able to get raid gear that will make me stronger as ele in pvp while raiding as resto? As ele would be my open world&pvp spec.
