Trying to get into cyberpunk but having a hard time

I got the game about a year ago for half off and I just don't get it. I played for about 20 hours back then and I picked it up again and I just cant get into it but I want to. Am I missing something? I don't find most of the characters interesting, the gameplay is fine, but the city is hideous. And this is more on me but the level up system seems really limiting.
