Didn't get to drive on the first lesson?

I wanna know if its normal for the instructor to just talk for the whole lesson (1.5h) while I was on the passenger seat the whole time? I'm currently taking private class 3. Am I not paying to learn to drive?

edit: i found this pdi thru the spf website, which makes it even more disappointing
