PA Gat Plasma Crits

Testing out the PA gat plasma crit build and I'm coming up shy on Luck..

I've got a +2 Luck on all 5 pieces, Herd Mentality and 5star Legendary Luck. Puts me at 32.. with every shot crit requiring 33, how are you guys reaching 33? Or are you running at 32? Does 32 crit as often?

Throwing a Luck mod on the weapon is temporary being I have plans for that 3Star slot
