Weekly Quest reset date/time?

Anyone happen to know when the Weekly Quest resets itself with a new one?

Is it unique to each and every vault or does it have a concrete reset day and time like the Daily Quest does at midnight every night?

Also, does the Weekly Quest spawn Mr. Handy as a possible reward? I believe I've seen them reward Pet Carriers so I'm hoping they also spawn Mr. Handy as well.
