Can anyone help? transaction error

I’m trying to make an In app purchase but I keep getting this. I’ve tried calling customer service but every time the AI cuts the call and tells me the 24/7 service hours is out of service hour. I have also tried filling out their the said form but the form doesn’t help me with the correct problem. Does anyone know how I can fix this?
