Moved into a newly constructed apartment, dirty upon arrival. “Cleaning Fee” was paid. Recourse?
I am hoping for help, advice, or similar experience if possible. I just moved into a 新築 (newly constructed apartment). I paid a クリーニング代 (cleaning fee), intended to be used upon move out, among other fees.
Upon moving in, the apartment was rather gross. Lots of hairs on the floor, as well as dried piss on the toilet.
Typically, the cleaning fee is paid upon move out by the previous tenant. However, since there was no previous tenant, and I paid, it is extremely concerning that it was this level of gross. At the very least I want the cleaning fee back.
Does anyone have experience in this situation where it was a new construction, and an upfront cleaning fee was paid?
