How to get documents apostilled in Kashmir?

I need to get some documents apostilled (internationally verified) for use abroad. These documents are not yet available on Digi locker so I cannot do it online on eSanad

Has anyone done the procedure? If so, please tell me how it needs to be done and through which agency where if needed.
