How do you survive winter?

Hi, I live in Canada and it got very cold recently. My puppy just turn 8 months and I can see that her paws are super cold while walking outside, at some point she will grab her leash and “pull me” home. I bought her shoes for winter, but she hates them, she sees them as a toy and dont let me put them on her even after I did training (positive reinforcement since fall). She seems to be fine without a coat, only the paws are bugging her. Do you have any alternative or recommendations?
