Downy Rinse and Refresh

Is the downy rinse and refresh making anyone else’s laundry stiff? I’ve tried using it multiple ways. I have a washer with a softener dispenser in the middle of the tub—the kind that makes the washer look like a donut. I’ve put it in there, as the directions indicate, but I’ve also put it directly into the water as it fills.

Not only is it often making clothes stiff, but it’s leaving an oily looking residue on some articles! Am I doing something wrong? Is it my washer or the product or my ineptitude?
