Notice of arrest warrant via text?

My friend just got a phone call from a random number stating it was the police and a warrant is out for his arrest. He immediately hung up and then received a text message saying:

His first name - You must turn yourself into the nearest police station, there is a Warrant for your Arrest.”

3 hours later I called this number back and someone answered. This is how the conversation went:

Them: Hello who is this? Me: I think you called me earlier and I am just calling to see who this is? Them: What’s your name? Me: ”fake name.” And who is this? Them: No I don’t think I called you. This is Constable “unintelligable” with the Peele Regional Police.

I got scared and hung up.

Could this actually be legitimate? I have never heard of the police calling or texting people to alert them of arrest warrants. My friend is not comfortable in English and is also not well off and would be difficult for him to obtain/afford a lawyer. Looking for any advice or knowledge about situations like this.
