Does cache matter at lower frame rates?

Long story short, upgrading current cpu/mobo and went down the rabbit hole of larger cache being important in some games but was wondering if that mattered if games are always locked to 60 fps anyways for example.

My initial plan was grab an 8700g to use it's igpu for LLS and pair it with my 3090 for a smaller itx build or would I be shooting myself in the foot going in this direction?
