Count Cirion not giving me the helmet

I gave the guy his betrothed, gave Althel her arrows, and gave Dreth the dagger. Is this a bug? Since I'm stuck in Vitharn, will I just have to start the game over? (I'm not that far into it other than already becoming Sheogorath)
