Soroborean Caravaneer not spawning in New Sirocco

I am on Definitive Edition on PC. I just started building New Sirocco for the first time. I've completed the "For The Ashes" quest and started the "Stealing Fire" quest but haven't progressed in the latter. I have tried sleeping outside of town for 7 days to reset it but nothing happened. I tried doing research on this but there's nothing except a 2 year old post that states the merchant ended up appearing after completion of "For The Ashes". Is this normal in Definitive Edition? If so, when will he appear, and if not, what should I do? I really need him to spawn so I can travel to Harmattan and then Monsoon using only Silver, I don't want to run to Berg. Any help is much appreciated, thanks in advance!
