My friend got scammed online.

So he has the guys phone number,his name and his city(bahawalpur). Basically he was trying to buy a PUBG account from this seller who looked trustworthy to him. He asked for the full payment but my friend said that he will send half first and then you give him the login. He agreed and when the 6k was sent he sent a voice message of him laughing and saying bye. Is there anything he can do get his money back?
