How often do you go on walks?

My boyfriend suggested that we should walk our papillon 3 times per day, not 4 times like we are used to. We live in an apartment building and we don't have access to a garden, so walks are his only way to go potty and run around. Any thoughts? Is a 7 am, 2 pm and 8 pm schedule doable?
