Fake tracking scam

I recently ordered an item through a site (which I now know is known for scams). I made the transaction through PayPal and the seller only sent tracking information after I made a dispute on PayPal. The tracking information was incredibly vague and only showed that the item was delivered to my city and zip code.

PayPal, seeing that the item was delivered, automatically rules in the seller's favor. Obviously, after not receiving anything on my doorstep, I tried appealing PayPal's decision. After contacting USPS (the carrier), I was able to receive, in email, that the item was not meant to be delivered to my address, which I sent to PayPal to help my case.

However, PayPal again rules in the seller's favor saying that the tracking information stated that the item was delivered and denied my appeal and officially closed my case today.

I will call PayPal customer service tomorrow, and show them the emails I have received from USPS. However, is there anything else I need to provide to get PayPal into give me my money back?

Edit: I filed an INR dispute.

Update: After talking to a PayPal representative, the rep reviewed the information and reopened my appeal stating that PayPal will close the case in my favor.
