Building Vehicle Roof Racks

Not sure what I'm still missing, but when I try to build vehicle roof racks, it says the recipe is not learned. I've read all the auto magazines, have the materials and welding skill, and my mechanics level is 5. Do I need to get mechanics higher, or is there something else I need? Thanks in advance!
