What do I do about cut cables?

Someone (not sure who) cut down some cables and tied them directly to the telephone pole outside our home. It’s been a while since it happened, but I’ve finally gotten sick of seeing these cables everyday and I want to do something about it. Anyone have any advice how I can get ride of these cables? Not sure who (if anyone) can help clean them up, or if I have to do it myself.
