If you're a renter in here posting about noise issues, make sure you tell your supervisor you support the new window rules
I've lived in 10 apartments in 10 years, mostly older than 100 years old. Many landlords will not replace wood street facing windows because of the perceived cost of custom wood windows. That's been a huge contributor to the noise pollution that affects our day-to-day lives (e.g. 6 nights a week of trash pickups). If you're one of those people who have been posting lately about noise, make sure you let your supervisor how you feel.
Edit 1: You can't easily install double pane if you need to have historically accurate wood frame windows.
Edit 2: this will also positively impact you if you are drowning in hundreds of dollars of PGE bills because your heat leaks constantly through gaps in your windows.
