What to do with dozens of outdated items?

I have maxed out my bank slots and have to use some ships as closet space, and it's all because of my hoarder tendencies in STO. I know The Grappler is never going to get buffed (and could be reclaimed if needed), and yet I just can't flush it.

Plenty of folks are in the same boat, so what's the prevailing opinion? Discard aggressively? That would certainly make it easier to put new ship builds together. Right now, I take forever sifting through so many consoles that are not remotely effective, then end end up using the same twenty or so.

The thing is, I'm holding out for some sort of rebalance; maybe shields become less feeble, or a boff ability brings about some new synergy. In general, I think these sorts of tweaks are the only way forward from perpetual power creep, but that doesn't make it any more likely to happen. So the vast majority of gear is collecting dust.

EDIT - should have added - my primary reluctance to discarding reclaimable stuff is that I'll forget I have the item.
