Alcohol free tattoo Ink?

My wife and I would like to get matching tattoos to commemorate the birth of our son but we seem to be having issues getting tattoo ink that will work for us... My wife is allergic to alcohol (I know it unusual but she is...) Has anyone ever heard of any alcohol-free tattoo inks?
