Does everybody hate the first dungeon?

I'm new to this game and I just reached level 20. I would love to try out the first dungeon but when I try to find a party or party members via the "Coop-Dungeon" option I can wait for hours and no one comes. I thought there would be enough western players on Asota to find comrades in the CET zone. Am I doing something wrong?
