[TOMT] can't find a song

The song is at least 13 years old, as I was listening to it last time on my mom's old phone when I was 5. The voice is male. Sounds manly, but also romantic. I don't remember any words, as I didn't speak any language aside from Russian back than, so I couldn't understand it. I remember there was a moment when the singer sings long "o-eh" with accent on "o", , than two short "agh agh", than again long "o-eh"
