[TOMT] Animated movie about penguins

It's a low quality movie about 2 penguins (brother and sister, I assume) who found a hole and it took them to some kind of penguin paradise. It was okay until they found out that penguins are being frozen by someone evil (don't remember who). I remember that this evil character in the end was in a huge robot, but the 2 main character beat him. There also was a scene where the penguins eat icecream. It's something from earli 2000's. Please, help
