Why is my 3 year old continuously insisting on keeping his hood on?

Has anyone else experienced this with their toddler? He keeps his hoodie on all the time. At daycare, at home. and when I pull it down he just pulls it back up. He is a very energetic social kid so this is strange behaviour to me.
