My pets are thirsty.

How the hell do I keep my water loving 19 month old twins out of the water bowl. My dog only gets nap time, bedtime, and back yard water since the twins became mobile. Now with warmer weather the outdoor water bowl is being compromised. We have the spill proof bowl with the floating thing but that doesn’t stop them. Water is everywhere and the pets are thirsty! Help!
