2029 admit OOS cost

Got accepted as a bio major. I have to pay 20k OOS, which I’ve heard is very good considering I’m out of state. My only other true options at the moment are Loyola Chicago university (in-state) for 18k, and UIUC which I haven’t gotten my package for yet but I’m estimating around 14k. Is U Mich worth it for pre med for those 2-6k more? Or should I settle for in state?
