Pulls from Pokemon Go ETB

Hi guys

my son got a Pokemon Go Elite Trainer Box for his birthday and we got a hit in every pack (10 codecards with black borders). Is that to be expected from the ETB? Is it worth getting more of these? I tried googling the topic but every all info I found about it suggests that ETB packs should be random?
