Karl Franz Early Game Help

What is everyone's early game strategy for Karl? I feel like I'm completely surrounded by enemies and the other states just seem to crumble away. Borrow legion, black pit green skins, Vlad and festus all completely swallowed the empire after 20 turns or so. Playing on very hard/very hard
