Is this Belt Tensioner going bad? 2007 Honda Element. 220k miles. Idler pulley/tensioner shaking intermittently while idling. Belt is less than 2 years old (maybe 20k miles or so). Should I just replace the pulley or the whole tensioner?

Just bought this new GSP CV axle from rockauto. Is it normal for this to be rusty like this? The other end and the shaft is clean/rust free. Axle for 1999 Honda Accord.

Froth/scum under radiator cap. I've replaced the cap twice, flushed the coolant twice, and am not burning/losing coolant. No coolant and oil mixing under oil cap/dipstick. Clean the cap and it keeps coming back. What gives?
