Fallout 5 is the reason we know so little about the NCR and North California.

Deathclaws have replaced tunnelers as 'the fall' of Vegas. They breached the strip, NCR helped fight them, and lost. Something happened to the dam. House is alone upstairs in the lucky 38. S2 will involve House scheming against the brotherhood to steal cold fusion to rebuild/power the strip.
